1. BASIX, (the Building Sustainability Index) was introduced by the NSW Government to local government areas in the Sydney metropolitan area on 1st July of 2004. It was designed to ensure less greenhouse gas emissions and to conserve water resources by setting both energy and water reduction targets for dwellings. This was extended from 1st July 2005 across New South Wales. 2. A BASIX certificate is required to be submitted with any proposal to build a new house or dual occupancy anywhere in NSW. This certificate lists the commitments the owner/user has agreed to, and must be attached to any development application before it is processed. 3.
